1 Listen R89 to the word of the LORD, O sons of Israel, For the LORD has a case R90 against the inhabitants of the land, Because there is no R91 faithfulness F33 or kindness F34 Or knowledge R92 of God in the land. 2 There is swearing, R93 deception, R94 murder, R95 stealing R96 and adultery. R97 They employ violence, so that bloodshed R98 follows F35 bloodshed. 3 Therefore the land mourns, R99 And everyone who lives in it languishes Along with the beasts of the field and the birds of the sky, And also the fish of the sea disappear. F36 4 Yet let no one find R100 F37 fault, and let none offer reproof; For your people are like those who contend R101 with the priest. 5 So you will stumble R102 by day, And the prophet also will stumble with you by night; And I will destroy your mother. R103

6 My R104 people are destroyed for lack of knowledge. Because you have rejected R105 knowledge, I also will reject R106 you from being My priest. Since you have forgotten R107 the law R108 of your God, I also will forget your children. 7 The more they multiplied, R109 the more they sinned against Me; I will change R110 their glory into shame. 8 They feed R111 on the sin F38 of My people And direct R112 their desire toward their iniquity. 9 And it will be, like people, like R113 priest; So I will punish R114 them for their ways And repay them for their deeds. 10 They R115 will eat, but not have enough; They will play R116 the harlot, but not increase, Because they have stopped R117 F39 giving heed to the LORD. 11 Harlotry, wine R118 and new wine take away the understanding. F40

12 My people consult R119 their wooden idol, and their diviner's wand informs them; For a spirit of harlotry has led them astray, And they have played the harlot, departing from F41 their God. 13 They offer sacrifices on the tops R120 of the mountains And burn R121 F42 incense on the hills, Under R122 oak, poplar and terebinth, Because their shade is pleasant. Therefore your daughters play the harlot And your brides F43 commit adultery. 14 I will not punish your daughters when they play the harlot Or your brides F44 when they commit adultery, For the men themselves go apart with harlots And offer sacrifices with temple R123 prostitutes; So the people without understanding are ruined. F45 15 Though you, Israel, play the harlot, Do not let Judah become guilty; Also do not go to Gilgal, R124 Or go up to Beth-aven And R125 take the oath: "As the LORD lives!" 16 Since Israel is stubborn R126 Like a stubborn heifer, Can F46 the LORD now pasture R127 them Like a lamb in a large field? 17 Ephraim is joined to idols; R128 Let R129 him alone. 18 Their liquor gone, They play the harlot continually; Their R130 rulers F47 dearly love shame. 19 The R131 wind wraps them in its wings, And they will be ashamed because of their sacrifices.

1 Hear this, O priests! Give heed, O house of Israel! Listen, O house of the king! For the judgment applies to you, For you have been a snare R132 at Mizpah And a net spread out on Tabor. 2 The revolters R133 have gone R134 F48 deep in depravity, But I will chastise all of them. 3 I know R135 Ephraim, and Israel is not hidden from Me; For now, O Ephraim, you have played the harlot, Israel has defiled itself. 4 Their deeds will not allow them To return to their God. For a spirit R136 of harlotry is within them, And they do R137 not know the LORD. 5 Moreover, the pride R138 of Israel testifies against him, And Israel and Ephraim stumble in their iniquity; Judah R139 also has stumbled with them. 6 They will go R140 with their flocks and herds To seek the LORD, but they will not R141 find Him; He has withdrawn R142 from them. 7 They have dealt R143 treacherously against the LORD, For they have borne illegitimate R144 F49 children. Now the new R145 moon will devour them with their land. F50

8 Blow R146 the horn in Gibeah, R147 The trumpet in Ramah. Sound an alarm at Beth-aven: "Behind R148 you, Benjamin!" 9 Ephraim will become a desolation R149 in the day R150 of rebuke; Among the tribes of Israel I declare R151 what is sure. 10 The princes of Judah have become like those who move R152 a boundary; On them I will pour R153 out My wrath like R154 water. 11 Ephraim is oppressed, R155 crushed in judgment, Because R156 he was determined to follow F51 man's command. 12 Therefore I am like a moth R157 to Ephraim And like rottenness to the house of Judah. 13 When Ephraim saw his sickness, And Judah his wound, F52 Then Ephraim went to Assyria R158 And sent to King R159 F53 Jareb. But he is unable R160 to heal you, Or to cure you of your wound. F52 14 For I will be like R161 a lion to Ephraim And like a young lion to the house of Judah. I, R162 even I, will tear to pieces and go away, I will carry away, and there will be none R163 to deliver. 15 I will go away and return to My place Until they acknowledge R164 F54 their guilt and seek My face; In their affliction they will earnestly seek R165 Me.

1 "Come, R166 let us return to the LORD. For He R167 has torn us, but He R168 will heal us; He has wounded F55 us, but He will bandage R169 us. 2 "He will revive R170 us after two days; He will raise R171 us up on the third day, That we may live before Him. 3 "So let us know, R172 let us press on to know the LORD. His going R173 forth is as certain as the dawn; And He will come to us like the rain, R174 Like the spring rain watering the earth."

4 What shall I do with you, O Ephraim? R175 What shall I do with you, O Judah? For your loyalty F56 is like a morning R176 cloud And like the dew which goes away early. 5 Therefore I have hewn R177 them in pieces by the prophets; I have slain them by the words R178 of My mouth; And the judgments on you are like the light that goes forth. 6 For I R179 delight in loyalty rather R180 than sacrifice, And in the knowledge of God rather than burnt offerings. 7 But like R181 Adam F57 they have transgressed R182 the covenant; There they have dealt R183 treacherously against Me. 8 Gilead R184 is a city of wrongdoers, Tracked with bloody R185 footprints. 9 And as raiders R186 wait for a man, So a band of priests murder R187 on the way to Shechem; Surely they have committed crime. R188 F58 10 In the house of Israel I have seen a horrible R189 thing; Ephraim's harlotry R190 is there, Israel has defiled itself. 11 Also, O Judah, there is a harvest R191 appointed for you, When I restore R192 the fortunes of My people.

1 When I would R193 heal Israel, The iniquity of Ephraim is uncovered, And the evil deeds of Samaria, For they deal falsely; R194 The thief enters in, Bandits R195 raid outside, 2 And they do not consider F59 in their hearts That I remember R196 all their wickedness. Now their deeds R197 are all around them; They are before My face. 3 With R198 their wickedness they make the king R199 glad, And the princes with their lies. R200 4 They are all R201 adulterers, Like an oven heated by the baker Who ceases to stir up the fire From the kneading of the dough until it is leavened. 5 On the day F60 of our king, the princes became R202 sick with the heat of wine; He stretched out his hand with scoffers, R203 6 For their hearts are like an oven R204 As they approach their plotting; F61 Their anger F62 smolders F63 all night, In the morning it burns like a flaming fire. 7 All of them are hot like an oven, And they consume their rulers; R205 All their kings have fallen. None R206 of them calls on Me.

8 Ephraim mixes R207 himself with the nations; F64 Ephraim has become a cake not turned. 9 Strangers R208 devour his strength, Yet he does R209 not know it; Gray hairs also are sprinkled on him, Yet he does not know it. 10 Though the pride R210 of Israel testifies against him, Yet they R211 have not returned to the LORD their God, Nor have they sought Him, for all this. 11 So Ephraim R212 has become like a silly dove, without R213 sense; F65 They call to Egypt, R214 they go to Assyria. R215 12 When they go, I will spread R216 My net over them; I will bring them down like the birds of the sky. I will chastise R217 them in accordance with the proclamation F66 to their assembly. 13 Woe R218 to them, for they have strayed R219 from Me! Destruction is theirs, for they have rebelled against Me! I would R220 redeem them, but they speak lies against Me. 14 And they R221 do not cry to Me from their heart When they wail on their beds; For the sake of grain and new wine they assemble R222 F67 themselves, They turn R223 away from Me. 15 Although I trained and strengthened their arms, Yet they devise R224 evil against Me. 16 They turn, but not upward, F68 They are like a deceitful R225 bow; Their princes will fall by the sword Because of the insolence R226 F69 of their tongue. This will be their derision R227 in the land of Egypt.

1 Put R228 the trumpet to your lips! F70 Like R229 an eagle the enemy comes against R230 the house of the LORD, Because they have transgressed R231 My covenant And rebelled against My law. R232 2 They R233 cry out to Me, "My God, we R234 of Israel know You!" 3 Israel has rejected the good; The enemy will pursue him. 4 They R235 have set up kings, but not by Me; They have appointed princes, but I did not know it. With their silver R236 and gold they have made idols for themselves, That they F71 might be cut off. 5 He F72 has rejected your calf, R237 O Samaria, saying, "My anger burns against them!" How long will they be incapable of innocence? R238 6 For from Israel is even this! A craftsman R239 made it, so it is not God; Surely the calf of Samaria will be broken to pieces. F73 7 For they R240 sow the wind And they reap the whirlwind. R241 The standing grain has no heads; F74 It yields no R242 grain. F75 Should it yield, strangers would swallow it up.

8 Israel is swallowed R243 up; They are now among the nations Like a vessel R244 in which no one delights. 9 For they have gone up to Assyria, R245 Like a R246 wild donkey all alone; Ephraim has hired R247 lovers. F76 10 Even though they hire allies among the nations, Now I will gather R248 them up; And they will begin to R249 diminish F77 Because of the burden of the king R250 of princes. 11 Since Ephraim has multiplied R251 altars for sin, They have become altars of sinning for him. 12 Though I R252 wrote for him ten thousand precepts of My law, R253 They are regarded as a strange thing. 13 As for My sacrificial R254 gifts, They sacrifice R255 the flesh and eat it, But the LORD has taken no delight in them. Now He will remember R256 their iniquity, And punish R257 them for their sins; They will return to Egypt. R258 14 For Israel has forgotten R259 his Maker and built R260 palaces; And Judah has multiplied fortified cities, But I will send a fire R261 on its cities that it may consume its palatial dwellings.

1 Do R262 not rejoice, O Israel, with F78 exultation like the nations! F79 For you have played R263 the harlot, forsaking F80 your God. You have loved harlots' earnings on every F81 threshing floor. 2 Threshing floor and wine press will not R264 feed them, And the new wine will fail them. F82 3 They will not remain in the R265 LORD'S land, But Ephraim will return to Egypt, R266 And in Assyria R267 they will eat unclean R268 food. 4 They will not pour out drink offerings of wine R269 to the LORD, Their R270 sacrifices will not please Him. Their bread will be F83 like mourners' F84 bread; All who eat of it will be defiled, R271 For their bread will be for themselves F85 alone; It will not enter the house of the LORD. 5 What R272 will you do on the day of the appointed festival And on the day of the feast R273 of the LORD? 6 For behold, they will go because of destruction; Egypt will gather them up, Memphis R274 will bury them. Weeds will take over their treasures of silver; Thorns R275 will be in their tents.

7 The days of punishment R276 have come, The days of retribution R277 have come; Let F86 Israel know this! The prophet is a fool, R278 The inspired F87 man is demented, R279 Because of the grossness of your iniquity, R280 And because your hostility is so great. 8 Ephraim was a watchman with my God, a prophet; Yet the snare of a bird catcher is in all his ways, And there is only hostility in the house of his God. 9 They have gone deep R281 in F88 depravity As in the days of Gibeah; R282 He will remember R283 their iniquity, He will punish their sins. 10 I found Israel like grapes R284 in the wilderness; I saw your forefathers as the earliest R285 fruit on the fig tree in its first season. But they came to Baal-peor R286 and devoted themselves to shame, R287 F89 And they became as detestable R288 as that which they loved.

11 As for Ephraim, their glory R289 will fly away like a bird-- No birth, no pregnancy and no conception! 12 Though they bring up their children, Yet I will bereave them until F90 not a man is left. Yes, woe R290 to them indeed when I depart from them! 13 Ephraim, as I have seen, Is planted in a pleasant meadow like Tyre; R291 But Ephraim will bring out his children for slaughter. 14 Give them, O LORD--what will You give? Give them a miscarrying R292 womb and dry breasts. 15 All their evil is at Gilgal; R293 Indeed, I came to hate them there! Because of the wickedness R294 of their deeds I will drive them out of My house! I will love them no more; All their princes are rebels. R295 16 Ephraim R296 is stricken, their root is dried up, They will bear no R297 fruit. Even though they bear children, I will slay the precious R298 ones of their womb. 17 My God will cast them away Because they have not R299 listened to Him; And they will be wanderers R300 among the nations.

1 Israel is a luxuriant F91 vine; R301 He produces fruit for himself. The more his fruit, The more altars he made; R302 The richer F92 his land, The better he F93 made the sacred pillars. R303 2 Their heart is faithless; R304 F94 Now they must bear their guilt. R305 The F95 LORD will break R306 down their altars And destroy their sacred pillars. 3 Surely now they will say, "We have no R307 king, For we do not revere the LORD. As for the king, what can he do for us?" 4 They speak mere words, With F96 worthless R308 oaths they make covenants; And judgment R309 sprouts like poisonous weeds in the furrows of the field. 5 The inhabitants of Samaria will fear For the calf R310 F97 of Beth-aven. R311 Indeed, its people will mourn for it, And its idolatrous R312 priests will F98 cry out over it, Over its glory, R313 since it has departed from it. 6 The thing itself will be carried to Assyria R314 As tribute to King R315 F99 Jareb; Ephraim will be F100 seized R316 with shame And Israel will be ashamed of its own R317 counsel. 7 Samaria will be cut R318 off with her king Like a stick on the surface of the water. 8 Also the high R319 places of Aven, the sin R320 of Israel, will be destroyed; Thorn R321 and thistle will grow on their altars; Then they will say R322 to the mountains, "Cover us!" And to the hills, "Fall on us!"

9 From the days of Gibeah you have sinned, O Israel; There they stand! Will not the battle against the sons of iniquity overtake them in Gibeah? 10 When it is My desire, R323 I will chastise R324 F101 them; And the R325 peoples will be gathered against them When they are bound for their double guilt. 11 Ephraim is a trained heifer R326 that loves to thresh, But I will come R327 over her fair neck with a yoke; I will harness Ephraim, Judah will plow, Jacob will harrow for himself. 12 Sow R328 with a view to righteousness, Reap in accordance with kindness; F102 Break R329 up your fallow ground, For it is time to seek R330 the LORD Until He comes R331 to rain R332 F103 righteousness on you. 13 You have plowed R333 wickedness, you have reaped injustice, You have eaten the fruit of lies. R334 Because you have trusted in your way, in your numerous R335 warriors, 14 Therefore a tumult will arise among your people, And all your fortresses R336 will be destroyed, As Shalman destroyed Beth-arbel on the day of battle, When mothers R337 were dashed in pieces with their children. 15 Thus it will be done to you at Bethel because of your great wickedness. At dawn the king of Israel will be completely cut off.

1 When Israel was a youth I loved him, And out R338 of Egypt I called R339 My son. 2 The more they R340 F104 called them, The more they went from them; F104 They kept sacrificing R341 to the Baals And burning R342 incense to idols. 3 Yet it is I who taught Ephraim to walk, I F105 took R343 them in My arms; But they did not know that I healed R344 them. 4 I led R345 them with cords of a man, with bonds of love, And I R346 became to them as one who lifts the yoke from their jaws; And I bent down and fed R347 them. 5 They F106 will not return to the land of Egypt; But Assyria--he will be their F107 king Because they refused R348 to return to Me. 6 The sword R349 will whirl against their F108 cities, And will demolish their F108 gate bars And consume R350 them because of their counsels. R351 7 So My people are bent on turning R352 from Me. Though they F109 call them F110 to the One on high, None at all exalts Him.

8 How R353 can I give you up, O Ephraim? How can I surrender you, O Israel? How can I make F111 you like Admah? R354 How can I treat you like Zeboiim? R354 My heart is turned over within Me, All F112 My compassions are kindled. 9 I will not R355 execute My fierce anger; I will not destroy Ephraim again. R356 For I R357 am God and not man, the Holy R358 One in your midst, And I will not come in wrath. F113 10 They will walk R359 after the LORD, He will roar R360 like a lion; Indeed He will roar And His sons will come trembling R361 from the west. 11 They will come trembling like birds from Egypt R362 And like doves R363 from the land of Assyria; R362 And I will settle R364 them in their houses, declares the LORD. 12 Ephraim F114 surrounds Me with lies R365 And the house of Israel with deceit; Judah is also unruly against God, Even against the Holy One who is faithful.

1 Ephraim F115 feeds on wind, R366 And pursues the east R367 wind continually; He multiplies lies and violence. Moreover, he F116 makes a covenant with Assyria, And oil is carried to Egypt. 2 The LORD also has a dispute R368 with Judah, And will punish Jacob according R369 to his ways; He will repay him according to his deeds. 3 In the womb he took R370 his brother by the heel, And in his maturity he contended R371 with God. 4 Yes, he wrestled with the angel and prevailed; He wept and sought R372 His favor. He found Him at Bethel R373 And there He spoke with us, 5 Even the LORD, the God of hosts, The LORD is His name. R374 F117 6 Therefore, return R375 to your God, Observe R376 kindness F118 and justice, And wait R377 for your God continually.

7 A merchant, F119 in whose hands are false balances, R378 He loves to oppress. 8 And Ephraim said, "Surely I have become rich, R379 I have found wealth for myself; In all my labors they will find in me No R380 iniquity, which would be sin." 9 But I have been the LORD your God since the land of Egypt; I will make you live R381 in tents again, As in the days of the appointed festival. 10 I have also spoken to the prophets, R382 And I gave F120 numerous visions, And through the prophets I gave parables. R383 11 Is there iniquity in Gilead? Surely they are worthless. In Gilgal they sacrifice bulls, Yes, their R384 altars are like the stone heaps Beside the furrows of the field. 12 Now Jacob R385 fled to the land F121 of Aram, And Israel R386 worked for a wife, And for a wife he kept sheep. 13 But by a prophet R387 the LORD brought Israel from Egypt, And by a prophet he was kept. 14 Ephraim R388 has provoked to bitter anger; So his Lord will leave his bloodguilt R389 on him And bring back his reproach R390 to him.

1 When R391 Ephraim spoke, F122 there was trembling. He exalted R392 himself in Israel, But through Baal R393 he did F123 wrong and died. 2 And now they sin more and more, And make for themselves molten R394 images, Idols skillfully R395 F124 made from their silver, All of them the work R396 of craftsmen. They say of them, "Let the men F125 who sacrifice kiss the calves!" R397 3 Therefore they will be like the morning R398 cloud And like dew which soon F126 disappears, Like chaff R399 which is blown away from the threshing floor And like smoke R400 from a chimney. F127 4 Yet I have been the LORD your God Since the land of Egypt; And you were not to know any R402 god except Me, For there is no savior besides R403 Me.

5 I cared R404 F128 for you in the wilderness, In R405 the land of drought. 6 As they had their pasture, they became satisfied, R406 And being satisfied, their heart R407 became proud; Therefore they forgot R408 Me. 7 So I will be like R409 a lion to them; Like a leopard R410 I will lie F129 in wait by the wayside. 8 I will encounter them like R411 a bear robbed of her cubs, And I will tear open their F130 chests; There I will also devour R412 them like a lioness, As a wild beast would tear them.

9 It is your destruction, O Israel, That F131 you are against R413 Me, against your help. R414 10 Where now is your king R415 That he may save you in all your cities, And your judges R416 of whom you requested, F132 "Give me a king and princes"? 11 I gave R417 you a king in My anger And took R418 him away in My wrath. 12 The iniquity of Ephraim is bound up; His sin is stored R419 up. 13 The pains of childbirth R420 come upon him; He is not R421 a wise son, For it F133 is not the time that he should delay R422 at the opening of the womb. 14 Shall I ransom R423 them from the power F134 of Sheol? Shall I redeem them from death? O R424 Death, where are your thorns? O Sheol, where is your sting? Compassion R425 will be hidden from My sight. 15 Though he flourishes R426 among the reeds, F135 An east R427 wind will come, The wind of the LORD coming up from the wilderness; And his fountain will become R428 dry And his spring will be dried up; It will plunder R429 his treasury of every precious article. 16 Samaria F136 will be held guilty, R430 For she has rebelled R431 against her God. They R432 will fall by the sword, R433 Their little ones will be dashed R434 in pieces, And their pregnant women R435 will be ripped open.

1 Return, R436 F137 O Israel, to the LORD your God, For you have stumbled because F138 of your iniquity. R437 2 Take words with you and return to the LORD. Say to Him, "Take R438 away all iniquity And receive F139 us graciously, That we may present R439 the F140 fruit of our lips. 3 "Assyria will not save us, We will not R440 ride on horses; Nor will we say again, `Our R441 god,' To the work R442 of our hands; For in You R443 the orphan F141 finds mercy."

4 I will heal R444 their apostasy, I will love R445 them freely, For My anger has turned R446 away from them. 5 I will be like the dew R447 to Israel; He will blossom like the lily, R448 And he will take F142 root like the cedars of Lebanon. R449 6 His shoots will sprout, F143 And his beauty F144 will be like the olive R450 tree And his fragrance like the cedars of Lebanon. R451 7 Those who live R452 in his shadow Will again F145 raise grain, R453 And they will blossom like the vine. His renown will be like the wine of Lebanon.

8 O Ephraim, what more have I to do with idols? R454 It is I who answer and look after you. F146 I am like a luxuriant cypress; R455 From Me R456 comes your fruit. 9 Whoever R457 is wise, let him understand these things; Whoever is discerning, let him know them. For the ways R458 of the LORD are right, And the righteous R459 will walk in them, But transgressors R460 will stumble in them.
